一、Description of Demand
To fulfill the strategic decision of “Strengthening Police Force Based on Science & Technology”, fully assist with the public security organs to attack criminals, maintain public security, enhance efficiency and law enforcement, as well as provide information service and beneficial support for the whole society, Hangzhou Dehe Information Technology Co., Ltd has provided the economical voice system solution to realize the seamless promotion and upgrade of communication system based on the present IP data network.
Currently, the provincial public security department, local bureaus and organizations and the district public security stations of the public security system have realized the interconnection of 100M fiber data network, and the voice communication among the provincial public security department, local municipal/county public security bureaus have adopted the digital SPC switch system, however, the team and station-level public security organs still rely on the PSTN network of the local telecom operators. As the county and district branch bureaus and stations of the public security system have small amount in working staffs and are dispersed in distribution, it requires high cost and large workload maintenance and management to adopt the traditional circuit switch system. Along with the development and increasing demand of business intercommunication, it becomes more and more important to achieve the rapid decision-making, in-time exchange, control of expenses, etc., within the public security system. By establishing the internal voice communication system, it is capable of saving charges, facilitate mutual coordination and maintain safe communication.
二、Device Allocation
The computer center of the municipal (county) bureau is allocated with the VoIP softswitching DVS-1000 system. The repeater gateway DVG-1000 or DVS-1000 mutually communicating with PSTN system can be connected to the devices provided by the telecom operator.
Each public security station is allocated with the DVG-1000 series access gateway, of which the down link is connected to the general telephones at the offices, etc., and the up link is to the Ethernet interface for the access of IP data network of public security system.

Access of the bureau’s voice network to all public security stations; no phone bill is charged for the interior voice communication between the public security bureau and the public security station.
Seamless compatible with the existing PBX devices; capable of realizing transparent networking between the extensions under PBX and other IP voice devices.
Capable of providing a maximum of 32-party IP telephone conference among organizations of all levels.
No change is needed for dial-up mode of telephone after establishment of IP voice system.
With powerful Nat/Firewall traversal capability, point-to-point call between private networks can be realized through the proxy module.
For the dispatching feature of the electric power system, the “red” telephone function is provided, and through the setting of call privilege, important calls can be ensured to arrive in priority.
Available with intelligent voice mailbox system, the calls can be transferred to the voice mailbox when the called number is busy, with no answer, or in “do not disturb” service, and the user may receive the voice message through the phone or e-mail.
IP Softswitching platform supporting hot backup and Free Link technology to prevent virus attack and blockage of voice package.
SMS system with capability of group-sending messages and providing message prompt.
Simplifying network management; integrated management for both the data network and voice network, with number portability (NP) service.
Encryption for the voice packages to ensure safety of the voice communication system of public security.
